The Institute of Electronics of National Chiao Tung University was established at Bo-ai Street of Hsinchu City on May 1st, 1958. Because there was a significantly fewer number of students, instructors and administrative staffs, the General Affair Office of the NCTU selected 5 janitors from the Administrations to assume the responsibilities of campus security guards and take charge of entrance clearance security tasks.
In May of 1967, the Institute became NCTU's College of Engineering. In 1976, according to the statute mandated by the government requiring the National Police Agency to set up residential police task forces at various governmental agencies and schools, the NCTU had been assigned a small police squad consisting of a squad leader and three members. They receive the same wages and benefits as their fellow colleagues serving at municipal police stations. The campus police squad was to work together with the campus securityies in keeping the campus safe, and they also answer to the Division of General Affairs of the General Affairs Office. The campus police squad was gradually increased to be 20 strong in 1989, and its official hierarchy became one captain, one squad leader and 18 members beginning from Jan 1st, 1993. The campus police now answer directly to the General Affairs Office. |

| 1. Reinforce entrance clearance security : |

The southern gate of the campus is connected to the route to the Hsinchu Science Park and Pao-shan road, and it has becaome a popular route to Kuangfu road for passing traffic Due to the special geographic location of the NCTU's Kuangfu Campus, in order to reduce the noise produced by the through traffic and to cut down the flow of cars and motorcycles in the campus, only service vehicles, vehicles with the permits issued by the campus and company vehicles of vendors collaborating with the campus will be able to gain access to the northern gate of the campus during regular work hours. In special circumstances, access through the southern gate will only be granted with permission from the campus. The entrance clearance regulation will be in place even during holidays and break time. |

| 2. Cracking down on traffic violations within the campus : |

Effective immediately from July 1st, 1994, the campus police will be reinforcing parking regulations and vehicles violating these regulations will be towed. All visitors to the campus are advised to observe the campus parking regulations and park their vehicles in the designated locations. |

| 3. Service motorcycles : |
| |
No motorcycles will be permitted o enter the campus; motorcyclists are required to park their motorcycles in the designated shed. Motorcycles parked within the campus will be towed or locked up, and owners will be subject to relevant fines for violation and transportation fees. |

| 4. Hourly parking rates for vehicles on campus: |

Only motorcycles for official uses will be permitted within the campus. |

Hourly parking rates for vehicles on campus: vehicles without permits issued by the campus are required to pay the hourly parking rates while parked campus. Vehicles parked overnight for less than 24 hours will still be charged the daily rate to discourage vehicles from entering and occupying limited parking stalls campus. |

| 6. Items and belongs clearance: |
| |
All cargo vehicles entering the campus must be inspected by the security guard on duty and complete the registration process. Vehicles on official campus duties are required to produce relevant Item clearance forms issued by the related agencies. The item clearance forms are to be signed by the appropriate supervisor and submitted to the security guard on duty for future references. |

| In the last decade, the campus has gradually expanded in size with its staff and students doubling in numbers. The number of campus buildings has also increased from 10 or so buildings to over 50 buildings. However, the campus police have not increased in size along with the campus' expansion and all members of the campus police have felt a tremendous amount of pressure. Even though it is the duty of the campus police to keep the campus safe and orderly, perfection in campus security can't be achieved by the limited number of security guards and police officers; it will require the tact and cooperation of everyone on campus for the campus security to function properly. |
