| In light of the limited governmental resources and shrinking budget allocation for tertiary education institutions, private investments have been introduced regarding campus construction in many of the public facilities and affairs such as financial assistance, energy and creativity from private organizations which have proven to be invaluable. The advantage of this is two-fold; the financial load on the government can be lightened and private contractors/businesses will have more business opportunities open to them. In addition, the outsourcing of public affairs within the campus to be managed by private organizations can effectively improve the life functions of the campus and bring professional services to campus consumers. The outsourcing of public affairs to be operated by private management has become the international trend. Take England for example, the legislation was passed in 1987 and resources of private organizations were introduced successfully in the completion of the Channel Tunnel. To follow suit, the university has adopted the task allocation method and restructured the organizational hierarchy of the university without changing the HR conditions. The duties and services section is now responsible for the outsource operation management of the campus canteen, bookstore and convenience store. There are 15 facilities within the campus that are outsourced at the moment, including the 1st canteen, the buffet and diner on the first floor of the 2nd canteen, the 7-11 convenience store, the fruit vendor on the 2nd floor of the 2nd canteen, the vegetarian meal vendor of the 2nd canteen, the fast food vendor of the 2nd canteen, the staff dining area on the 3rd floor of the 2nd canteen, the gourmet store on the first floor of the 2nd female residence, the Family Mart convenience store on the 1st floor of the 2nd female residence, the Mos Burger store on the 1st floor of the 2nd female residence, the beverage vendor on the 1st floor of the 2nd female residence, the western style diner on the 2nd floor of the 2nd female residence, the Family Mart convenience store on the first floor of the 13th residence, the Einstein professional bookstore on the 2nd floor of the students' activity centre, and the Ki Mei Cafe at the NTCU Library. The management of facilities on the campus that are outsourced are carried out following the spirit of the “government procurement regulations” and the “government's promotion of private participation in public facilities construction regulations” with open biddings. The interested parties are required to submit service proposals and the campus committee members will select quality contractors and businesses to serve on campus after objective evaluations. All management of facilities outsourced are operated in the OT (Operate-Transfer) model with a time frame of 5 years. |

| In recent years, the introduction of corporate management concepts to improve the quality of public services has become an international trend due the construction of public facilities from private investments. In Taiwan, the government has expanded the scale of private investments in public facility construction in order to lighten its financial load and stimulate the domestic economy. In addition, the government has also introduced private participation in the construction of public facilities as one of its key policies, and this is aptly summarized by President Chen Hsui-Bien's statement that “the government will not participate in any construction that private organizations can manage by themselves.” Therefore, regardless of the existing public construction in progress or the fundamental software/hardware constructions of information industry's innovation and development planned in “Challenge 2008 – the key points in Taiwan's development”, priorities will be given to private organization participation. |

The Hsinchu district has been a key region for the development of Taiwan's high tech industries ever since the government planned the establishment of the “Hsinchu Science Park” back in 1980. The National Chiao Tung University has always prided itself as being the cradle that cultivated many talents in the high tech industries. In order to improve the academic standards of the university further and to recruit fine talents from abroad to teach at the campus, the university has built 5 guest houses to provide comfortable accommodation for visiting scholars and honorable guests. These include: the Scholars' guest house, the 1st guest house, the 2nd guest house, the Chiu Long guest house and the Scholars' Village guest house on University Road. The guests will be received and served at these guest houses in the following order of priority:
(1) Members of the National Science Council, guest instructors from abroad invited to teach at the university or outstanding scholars
(2) Academia who have been invited to take part in academic exchanges at the campus and their families.
(3) Participants of events hosted by the campus and their families.
(4) Staff and their families.
(5) Students, alumna and their families
(6) Others |

| Campus electronization is an important indicator of modernization for institutions of education. Campus electronization means turning student and staff ID cards into IC cards and combine the features of identification, duty assignment management system, entrance clearance regulation system and payment system (electronic wallet). The concept of the electronic wallet system that is being promoted by the university is as follows: IC chips will be installed on the student/staff IDs, and students/staff can either pay in cash or withdraw from their savings account through ATMs to add values that will be stored as transaction information on the IC chips on their ID cards instead of getting cash. Shopping will be made incredible easy since payments can be completed in an instant by swiping your card, and this will significantly reduce the time spent in queues, fumbling for loose change or arguments of mistakes in calculation. Furthermore, this electronic wallet system can also save consumers the trouble of keeping loose changes around. It is one of the key indices in the modernization of a school and it will improve the campus environments and change the behaviors of campus consumers. The automated processes of the electronic wallet system will reduce business operators' cost in management and increase the quality of their services at the same time. On the other hand, the computerization of the cashier system will reduce the rate of hardware failures and indirectly reduce the costs of maintenance and HR spending. Since the management system will come with various report/statistics generation and real time query functions of revenue and inventory status, it will be suitable for various stores and vendors on campus to calculate their daily costs and plan their operation management. The university is now in the process of establishing a strategic alliance with banking industries and high tech industries in the hopes of combining the specializations in various fields in the successful promotion of the electronic wallet system. |
